My rad shutters are not operating (staying open). Is the only problem area the shutterstat or does the air filter have a bearing on its operation?

Shutters require air pressure to close. There's a regulator in the compartment, right side that sets the pressure for the shutters. There's also a needle valve on the regulator which can be used to turn off the shutter air supply, in which case, the shutters will stay open. I'd check this valve first. The problem could also be worn out shutters, but typically wound't affect both sides at the same time.
Air filter has nothing to do with shutters or compressed air supply, other than to filter the incoming air to the compressor.

You open the needle valve to apply air to the regulator, Close it to shut off the air, Then open the drain-cock valve to release the pressure and open the shutters.
Note:
Air pressure will close the shutters and keep them shut until either you manually release the pressure or the
shutterstat finds the right temperature to open. Usually stamped on the side. Mine is 195 degrees.
