Is tire leasing only available for big fleets or can a church with 2 buses lease tires?
call your local big tire reps and ask them!
Online, in the book, or ask a dealer for the contact info for the leasing representative.

What I found in checking on tire leasing if you drive a 100,000 miles a year it is a good deal you pay by the mile but for a church or myself they charge by the month and year costs you more than you can buy a tire for
