Happens all the time! 1st accident causes "rubberneckers" that slow or stop to see the first then an unsuspecting or unalert driver slams on the brakes to avoid the "rubberneckers" and that is the end result!

Speaking from over 20 yrs tow truck experience! (I've even been on the scene where 3 different tow trucks were hit and totaled, and numerous ones where the tow truck was sideswiped, or rear-ended but not totaled!)
