So I went out and did a trial cold start on my bus today. Temps are right around freezing, maybe high teens at night right now. I plugged in the block heater for three hours, installed my batteries, and tried Luvrbus's advice on the engine stop lever.
I (very carefully) reached in through the blower belt, applied the engine stop lever, and cranked the engine for 5 seconds, then slowly released the stop lever. She just gently started to run! settled into a smooth idle, no hunting they way it does when I start it cold normally (although this is the coldest cold start I've done, I have started it nearly this cold with no block heater), and no white smoke at all.

I get a small puff of some for a couple of seconds as it starts, it also runs a bit rough for a few seconds after that them sounds great.

well rdbishop, take the trip staight north and I'll but ya a whiskey (or 6) and show you what a cold start is, or maybe you might want to swap places for a few of the winter months???

Richard, you may need to plug the bus in and leave I just got a photo from my daughter showing 6 inches of snow in Belton and the 2 grand kids building snowmen

I would suggest making a lever of some sort to hold the valve shut. Reaching through the belt, even carefully, sounds iffy.
