That's the famous (in Neoplan circles, anyway) Car-O-Tel bus. The fellow who owns it is a subscriber over at my Neoplan board (see, there's a board for everything on the Internet).
He's put a lot of work into it.
There is another JumboCruiser motor home in Europe that also bills itself as the world's largest motor home. Not sure if Guiness flipped a coin, or that coach was never submitted.
Hard to park, harder still to work on, and even harder to get parts in the U.S. But it will turn every head. Especially if you get it wedged someplace -- don't ask how I know.

This might be the one you mean, although it's an entertainer coach rather than a motorhome. It's based in Bristol, UK and is currently for sale for 180,000 UKP:

There is no doubt that neither come close to being the 'world's largest motorhome' though. There is an episode of Jeremy Clarkson's MotorWorld where he features a number of one-off motorhomes built for use by Saudi Arabian sheiks and princes when they are out in the desert hunting etc - they blow away anything which could be used on American & European roads. Then there are the Formula 1 motorhomes (and they do call them motorhomes) such as this one below, which involve several vehicles parked together, one of which carries it's own crane to assemble everything:

No, it is an actual motor home, which went by the name "Der Bus." I think it held the "world's largest" title until Karl put the Thermo-King on the back of the ex Car-O-Tel rig (they are, otherwise, the same size). It, too, is for sale, and has been for some time:

I don't think anything that has to travel in multiple vehicles and then be assembled on-site would qualify as a "motor home" to most people. Here in the states, it must be a fully self-contained single vehicle to qualify.
The one-offs you mentioned would likely be ineligible as well because they are not street legal on normal streets. But I am not privy to the exact criteria that Guiness used.
