After trying everything except replacing the ECM.
Today I installed a new ECM and the problem is now resolved.

I hesitate to ask, but for S&Gs, what does a DDEC II ECM go for these days? ???
Good that you found the problem. ECM issues are the most difficult to dx because the suckers won't tell on themselves. ;)

I did not do any shopping around.
W.W.Williams in Grand Rapids, MI agreed to let me use a new ECM as a test ECM on the condition that if it was the problem I would purchase it from them. Worked for me, but @ $ 1,600.00

I am not an expert but My guess would be Engine Control Monitor or Engine Computer Monitor. It the thing that says "I'm sorry Dave but I cannot allow you to do that"

PacNWnomad,as Jack stated it is a Electronic Control Module it is a microprocessor that monitors and analyzes the DDEC system with sensors during operation.It doesn't give you much of a problem but when it does it is a pain and costly to repair.The newer ones have a microprocessor backup in case of failure on the 1st good luck
