The pivot point where the linkage attaches to my front axle is just a circle over a shoulder bolt(or spacer) with a washer on it.
Is there supposed to be a rubber grommet in the circle around the spacer? Or is it supposed to slip to allow for a delay in leveling?

Yup, there is supposed to be a rubber "spacer" of sorts. It fills that whole eye with rubber, and then there is a hole in the middle for you bolt.

It seems like you're describing what we call a leveling valve "link".
It attaches to arm of leveling valve and attaches to a bracket on the axle.
Measure the overall length of it - it's very important.They come in different lengths for different applications. These guys should have it :http://www.mohawkmfg.com/ 8)

Anyway, since it was such a pretty day I went ahead and BK'd :o it for now, wrapped a little electrical tape around the top one to to take up some of its slack. Still pivots but won't rattle now :).
Jon, let me know if you don't find the grommet. I've got 3 leveling/kneeling valves homesteading my barn that I believe still have the links hanging on them. Maybe one has a good rubber grommet. If memory serves, the grommet had a small steel sleeve distance piece where the bolt went thru the center. The sleeve will prevent 'locking' up the link when the bolt is tightened. The bolt should have an aircraft "nylock" sort of nut.
I'll let you know PM today...they're in the barn somewhere....must find...must find now...! ??? I'll be down there putzing around today. This weather is just completely great! ;D

I had some grommets but not the right size so I used a piece of fuel line hose with a split down the side and forced in to the circle of the linkage. It can still move bur doesnt have that metal to metal contact and bouncing.
I was going to go look for a windshield wiper motor bushing but i wasn't sure how critical it was to be like that so i tried to mock the movement it had but i think i'm a little tighter now :o (but still moving), the bolts are centered in the circle now to so i should be riding about an 1/2" higher now :D

While you're dinking with that link, keep in mind that the height, or size of the grommet isn't critical. The link can be adjusted to suit. For every 1/8" you change the eye-to-eye dimension of the link, you'll change the ride height a 1/2"....that's what the adjustment is for.
The grommet is similar to what was used on carburetors some years ago.
An electrical wiring grommet would fit, but it wouldn't last long. It'd be pounded out.
You could cut a piece of DOT tubing that has a 3/8" ID and fit some sort of garden hose washers over the outside and a piece of 1/4" copper or steel tubing inside. Add a couple of 1/4" washers and you'll have a $25 replacement grommet! :D That's how these things go. Let me see what I can find...making note..

I'm making a note right now. I was all over those things today, but sorta forgot what I was doing down there. Actually, I was charging the engine bus crank batteries. Got distracted when I noticed a water leak under the bus. Nothing big. One of my 'constant' torque guarunteed-never-to-leak clamps was leaking. I don't know what I'd do with my time if it wasn't for the bus. ???

Thanks for looking JR, My linkage isn't adjustable and the rubber in the circle ends seems to be gone. So i did us a piece o fuel line hose like you said and squeezed the hose and the spacer in the circle end of the linkage. It was a snug fit but allows movement and the washerers that were there hold it on. I'm sure it will work for now. When I get up to the Queen City I'll come see you so if you wanna set one out I'd appreciate it.
Jon, I got what you need. A complete link with the grommets in place. One of the groms isn't in the best shape, the upper is good. Spacers are still in place on both.
You do have an adjustment on the link...look at the mounting bolts and you'll see that they can be loosened and the leveling valve arm is moveable.
Have some extra bolts...they may wring off before loosening. No problem if you have replacements.
